To incite China to reform their trade policies

  3. SECTION 1. TITLE
  4. This Act may be cited as the ‘Protect American Trade Bill of 2008.’

  18. SECTION 3: PURPOSE
  19. (1) To reinforce trade restrictions with China in order to instigate a reform of their government regulations.
  20. SECTION 4: FINDINGS
  21. Trade deficit w/ China rose from $162 billion (2004) to $256.3 billion (2007)
  22. In 1992, US threatened $3.9 billion worth of trade sanctions if China didn’t remove trade barriers, and they agreed
  23. SECTION 5: TERMS/BENEFITS
  24. (1) Raise tariffs on imported Chinese goods in quarterly 3% increments until
    1. They float their currency in comparison w/ rest of world
    2. They reform their govt. regulation over their product manufacturing (factories, etc.)
    3. They equalize treatment of foreign and domestic firms
    4. They increase protection of US intellectual property rights
  25. (2) Start to look elsewhere for imports if we can
  26. (3) Bring infractions to attention of WTO and insist that they press charges
